Redevelopment Economics

Mission:

The mission of the Coalition is to support federal policies that promote brownfields redevelopment as a key element of efforts to achieve community revitalization, smart growth, and sustainable development objectives.  The Coalition is generally concerned with:

• Improving federal brownfields financing programs that are directly targeted to overcoming brownfields hurdles;
• Reforming legal and regulatory policies that impede brownfields redevelopment.
• Maxiimizing the connections between brownfields redevelopment and federal community development, alternative energy, and development financing programs.  

News:

• FY 12 budget restores brownfields funding - House cuts reversed.  Coalition cites communications going to at least 19 of the 26 members of the Interior and Environment Sub-committees.  See this chart for historic funding of the EPA Brownfields Program.
  
• Bi-partisan support evident at Senate hearing - see Senate Environment and Public Works hearing, "Oversight Hearing on the Brownfields Program – Cleaning Up and Rebuilding Communities."
• Coalition Executive Director Evans Paull's testimony at the Senate hearing on brownfields.
• California Sign-on Letters Urge Appropriations Support and Reauthorization of the EPA Brownfields Program - 25 California communities and organizations have joined together to sign onto two letters: 
• Support for appropriations for the EPA Brownfields Program;
• Support for reauthorizing the EPA Brownfields Program.

The National Brownfields Croalition joined with the Center for Creative Land Recycling and the California Redevelopment Association in sponsoring the two letters.  A summary of "Community Turn-Around Brownfields Projects" accompanied both letters. 



National Brownfields Coalition Launches National Campaign

• With new funding from the Goldstein Brownfields Group and a new Executive Director (Evans Paull), the Coalition pushes forward to make brownfields federal initiatives central to the federal policy agenda for jobs, community development, and climate.  See this press release.

EPA Brownfields Reauthorization

The Coalition's top priority is currently reauthorizing and improving the EPA Brownfields Program.  The following documents represent this work:

Public Agency Liability

Enhanced public agency liability protections would alleviate municipal concerns that currently impede aggressive action to clean up brownfields.

• Pennsylvania's 2009 public agency liability reforms protect municipalities from liability, including third party/toxic tort.

Cleanfields - 111th Congress

• Cleanfields Investment Act, S3374 (Lautenberg, D, NJ)
•  Cleanfields Act, S 3329 (Lautenberg, D, NJ), to create triple credits for renewable energy on brownfield sites.

• Coalition supports renewal of New Markets Tax Credits and the Remediation Tax Expensing Program;
