• Redevelopment Economics retained to carry out an economic, fiscal, and environmental impact analysis of a state brownfields tax credit program.
  
• Carried out a Cost-Benefit Analysis for the TIGER Infrastructure investments needed to support the $1.4 billion Westport Waterfront TOD project.  Among other factors, we estimated and monetized the CO₂ reduction attributable to the project’s smart growth attributes (lower vehicle miles traveled).  
• Co-authored the Economic and Environmental Benefits of the Maryland Historic Tax Credit Program and published the Environmental and Energy Conservation Benefits of the Maryland Historic Tax Credit Program, both for the Abell Foundation.
  
• Published the Energy Benefits of Urban Infill, Brownfields, and Sustainable Urban Redevelopment for Northeast-Midwest Institute
• Published the Environmental and Economic Impacts of Brownfields Redevelopment for Northeast-Midwest Institute 
• Published the "Economic Impact of Oriole Park at Camden Yards, the Results of a Fan-spending Survey," for the Baltimore City Planning Department 
• Analyzed the Economic Impacts of Tourism, Baltimore’s Inner Harbor for Baltimore City Planning

 Cost-Benefit analysis for Westport Waterfront revealed $448 million in net benefits to the US.

When with the Baltimore City Department of Planning, Mr Paull authored a report that helped launch the back-to-downtown stadium movement- "The Economic Impact of Oriole Park at Camden Yards, the Results of a Fan Spending Survey," 1992.
